Method

Spot-check of 52 records

A random sample of the records on this site, each checked against its original source by a reviewer who did not compile it. Checked October 29, 2026.

How the sample was drawn. Records were drawn at random with a fixed seed (20261029), so the draw can be repeated: 15 election and officeholder records, with figures copied by hand from scanned Kendall County reports drawn more often; 20 rights entries, explanations, service pages and links; and 17 council votes, decision pages, budget figures and recorded remarks. Three reviewers each took one group, opened the original sources, and compared every value. A record differs when a value in it says something other than the source. It partly matches when nothing in it is contradicted but a statement is not in the cited source, leaves out a condition the source attaches, or matches some official copies and not others.

Results: 52 records: 38 match the source, 5 partly match, 9 differ; 593 values compared; 19 values differ from the source.

counties_included 'Kane' for the AEC precinctKaneKaneAurora Election Commission, Statement of Votes Cast, April 4, 2017, page 128 of 128 (scanned)

All six figures match. The AEC's single Ward 10 precinct (Ward 10 Pct 01, 369/657 counted) voted on the Kane County Forest Preserve proposition and not in the Wheatland (Will) or Oswego Township (Kendall) contests, so 'Kane' in counties_included is consistent; in 2017 the AEC also ran Aurora's Kendall and Will precincts, so AEC + DuPage covers the whole ward. The record uses DuPage's spelling 'Robert H. Paolichhi'; the AEC prints 'ROB.PAOLICCHI'. The record has no names_as_printed entry for the AEC spelling (other records in this sample do record such variants). The DuPage results-site summary.zip was not opened.

DeKalb's scan prints each number slightly below its name; the five combined totals on Kane's certified abstract (PDF page 103) agree only with the recorded assignment, which confirms it. Status key used in this file: mismatch = at least one statement differs from the cited text; partial = nothing contradicted, but a statement is unsupported by the cited sections or leaves out a limiting condition. Here the one mismatch is the daily penalty: the summary puts it under 'must impose', but 11(j) says the court 'may impose' it, and only if all three conditions hold (not just non-compliance after 30 days). Minor wording points that were not marked as mismatches: 11(j) says 'willfully and intentionally ... or otherwise acted in bad faith', where the record says 'willful, intentional or bad-faith'; and 11.6(b) lets the body rebut the presumption by showing a good-faith effort to comply. None of these pages shows a pending amendment. Minor points: the $10 search fee in 6(f) is a cap ('may charge up to'), and 6(f) also covers time spent reviewing records for redactions. Under 2(h), one record over 500 pages does not by itself make a request voluminous. Under 2(g) and 2(h), news-media, non-profit, scientific and academic requests are also excluded from the recurrent and voluminous categories; the record states that exclusion only for 'commercial'. One wording point: the record says the body 'may adopt' rules, but 2.05 says the authority 'shall prescribe reasonable rules to govern the right'. That makes the rules a duty, not an option. The statute does not use the words 'can't ban'. The right itself ('any person may record') is stated as the record says. The record's source_url (ftp.ilga.gov 2.05) loads and matches the current text.

Citing 120/3.5(a) and its 60-day filing window would support the 'can be raised with the PAC' part. The statute has nothing on 'applied arbitrarily'. Two mismatches. (1) 9-10(e-5) counts independent expenditures supporting OR opposing one official or candidate; the record says 'against one candidate'. (2) The fine range is wrong and its subsection is not cited. 9-10(g) sets rising caps ($500 / $1,000 / $2,000 / $3,000 for the 1st / 2nd / 3rd / later violations), no minimum, and no fine above the contribution amount. One mismatch. deadlines_fees_limits limits the free first 2 hours of search and first 100 pages to 'non-commercial, non-media' requesters. 552(a)(4)(A)(iv)(II) applies it to clause (ii)(II), which includes educational, noncommercial scientific and news-media requesters, and to clause (III). Matches on 2026-10-29. Timing caveat from the page itself: the online payment portal closes 11/13/26 at 4:30pm and reopens 5/1/27, so the 'payment portal' description will not hold during that window. The heading is 'Quick Access'; the record's 'quick links' is lowercase and not quoted, so it was not marked. Saved copy: evidence/B/06-will-treasurer.

Correct body and label. Watch-outs for whoever maintains this record: (1) Kane County's Township Assessors page links 'Sugar Grove Township' to https://www.sugargrovetownship.com/. That is the Township Assessor's site (title 'Sugar Grove Township Assessor'), not the township government site. (2) The township site still lists e-mail at sgtownship.com, and the sgtownship.com website is a GoDaddy parked page. No independent government page linking townshipofsugargrove.com was found; neither the Kane County home page nor the Village of Sugar Grove home page has one. Title, action, result and every member's vote match the Legistar API vote table, the legislation page's Action details and the minutes. Only mismatch: the legislation_page URL uses the API MatterId/MatterGuid (ID=6214) and does not open; Legistar answers 'Invalid parameters!'. The per-member Ayes come from Legistar's vote table, which is the Consent Agenda roll call (11:0; Legistar marks the item Consent=1 and its Action details show mover Hart-Burns, seconder Garza). The minutes instead list 17-00668 under REPORT with a separate motion (Hart-Burns, seconded by Jenkins) that 'carried by voice vote', so the minutes record no individual votes for this item. Ted Mesiacos is absent from both the record and Legistar because the minutes list him absent.

Title, action, result and every member's vote match the Legistar API vote table, the legislation page's Action details and the minutes. Only mismatch: the legislation_page URL uses the API MatterId/MatterGuid (ID=9535) and does not open; Legistar answers 'Invalid parameters!'. Not a consent item; separate roll call 12:0. Mayor Irvin present (minutes) and shown Not Voting in Legistar.

All recorded fields match the API (/matters/15853, /histories, texts/19783). The resolution text has no sentence on when it takes effect (it only states the agreement's term, Jan 1 2025 to Dec 31 2026, and retroactive wages), so an empty effect_clauses list is right. Caution: the 10/20 and 10/27 steps come from the API only; Legistar lists both meetings' minutes as Draft and the legislation page still shows those rows with no action or result. The Finance Committee step had a 5-0 roll call (Action details), which Legistar's MatterHistoryTally field leaves empty, as does the record.

All recorded fields match the API (/matters/15917, /histories, texts/19856), the legislation page and the final 10/13 minutes (Enactment No: R26-260). No effective-date sentence in the text. Title differs from Legistar only by doubled spaces. The record's tally is null like Legistar's MatterHistoryTally field, although the minutes and Action details show a 10-0 roll call (Aye: 10, Mayor not voting); the site omits rather than misstates it.

Timeline, status, dates, enactment number (R26-251, confirmed in the final 10/13 minutes) and the empty effect_clauses match. Title: the record uses Legistar's MatterTitle, which is also the title on all three agendas, the Action details pages and the 10/6 Committee of the Whole and 10/13 City Council minutes. But the legislation page (file Version 2, the version every history step cites), the Version 2 text's title line and the 9/22 committee minutes give a different title: 'A Resolution to approve the purchase of 10 United Shield brand ballistic shields and accessories from MES Life Safety of Lombard, Illinois in an amount not to exceed $66,000.00'. A reader who follows the link will see that title. Version 1's text is empty. Tallies: null in the record and in MatterHistoryTally; the committee's Action details show 5-0.

Value, quote, page, fiscal year, fund and category confirmed; requests 9-45 add up to the printed 3,930,600. Status: the record's 'proposed' follows the dataset's stated convention (documents up to the Dec 8, 2025 final proposal are 'proposed'). Note that the schedule was attached to O25-095, which the Council adopted on Dec 9, 2025 (8-4) after one floor amendment adding 400,000 to account 101-1360-450.50-20 (not a carryover), so this carryover total also went into the adopted budget unchanged.

Page numbers: printed page first, PDF page in brackets where they differ. The quote, project and fund are right. Two problems: (1) the page is printed 1001, not 'no printed page number' (the same claim is made for F255, PDF p. 963, which is printed 926; F255 is not in this sample); (2) 'no amount' is true only of the carryover sentence: the same sheet budgets 250,000 for 2027 (Water & Sewer 90,000, Grant-State 160,000), and the 2027 budget accounts show 160,000 of state grant revenue while the two expenditure accounts are left blank. If 'no amount' means 'the 2027 expenditure accounts carry no amount', the record should say so.

The 1:02:33 caption segment starts with the presenter's closing sentence, so the quoted words begin a few seconds after 1:02:33 while the 'Questions' slide is on screen; the camera cuts to the Mayor at about 1:02:41.
